The order does not create new programs or set deadlines; it only removes the listed items. It also states it must be carried out consistent with existing law and available funding, and that it creates no legal rights anyone can enforce in court.
The direct effect falls on federal agencies and officials, who no longer operate under the revoked orders and memoranda.
