This is Executive Order 14246, signed March 25, 2025. It is a presidential directive singling out the law firm Jenner & Block LLP, which the order accuses of partisan conduct and discrimination. It orders federal agencies to review and roll back the firm’s access to security clearances, government facilities, and federal contracts.
Agencies must immediately move to suspend any active security clearances held by Jenner & Block personnel while they review whether those clearances serve the national interest. The Office of Management and Budget must identify all government goods, property, and services provided to the firm — including Sensitive Compartmented Information Facilities (secure spaces for classified work) — and agencies must stop providing them. Contracting agencies must require their contractors to disclose any business they do with Jenner & Block, review those contracts, and where the law allows, terminate contracts on which the firm performs work; agencies must report their contract assessments to OMB within 30 days. Agencies must also limit the firm’s employees from entering federal buildings, limit official contact with them, and generally avoid hiring them unless the agency head grants a waiver. The order states it must be carried out “consistent with applicable law” and creates no legal rights anyone can enforce in court.
The direct targets are Jenner & Block LLP and its employees, including one attorney named specifically in the text, Andrew Weissmann. Federal agencies must carry out the reviews and restrictions, and government contractors that do business with the firm must disclose those dealings and may see affected contracts terminated. Because the order says it creates no enforceable rights and must follow existing law, its practical effect on any given person depends on how agencies apply it.
