This is a presidential Executive Order (EO 14223, signed March 1, 2025) issued under Section 232 of the Trade Expansion Act of 1962. It directs the Secretary of Commerce to open a national-security investigation into imports of timber, lumber, and products made from them (such as paper, furniture, and cabinetry).
It formally starts a Section 232 investigation examining whether these imports threaten U.S. national security. The Commerce Secretary must consult with the Secretary of Defense and other agencies, and assess specific factors — U.S. demand for timber and lumber, how much domestic production can meet that demand, the role of foreign suppliers, the effect of foreign subsidies and “predatory” trade practices, and whether domestic capacity can be expanded. Within 270 days of the order, Commerce must deliver a report to the President with findings and recommendations, which may include tariffs, quotas, export controls, or incentives to boost domestic production. The order states the U.S. currently has the capacity to supply about 95 percent of its 2024 softwood lumber consumption, yet has been a net importer of lumber since 2016, and notes the military spends over $10 billion a year on construction.
