What it is

This is an executive order signed August 6, 2025, invoking emergency economic powers to impose new import tariffs on goods from India. It is grounded in a national emergency declared in 2021 and expanded in 2022 over Russia’s actions against Ukraine, and uses that same emergency authority as the basis for the tariff action.

What it changes

A new 25 percent tariff is added on top of all existing duties on imports from India, effective 21 days after August 6, 2025 (around August 27, 2025). Goods already loaded onto a vessel and in transit before that deadline have until September 17, 2025 to enter without the new tariff. The tariff does not stack with any duties imposed under Section 232 of the Trade Expansion Act — if Section 232 duties apply to a product, this 25 percent charge does not. Certain product categories listed in Annex II of Executive Order 14257 are also exempt. The Secretary of Commerce is directed to investigate whether other countries are similarly buying Russian oil, and may recommend that the President extend equivalent tariffs to those countries as well.

Who is affected

U.S. importers bringing goods from India into the country will pay the additional 25 percent duty on those goods, raising costs that are typically passed along the supply chain to businesses and consumers. Indian exporters selling to the U.S. market face a significant new price disadvantage. Other countries that purchase Russian oil could face the same 25 percent tariff in the future if the Secretary of Commerce determines they qualify and the President acts on that recommendation.
