Executive Order 14353, signed September 29, 2025, is a formal presidential declaration of U.S. security policy toward Qatar. It directs U.S. government agencies to treat any armed attack on Qatar as a threat to U.S. peace and security, and to take measures — up to and including military action — to defend Qatar.
The order establishes, for the first time in this explicit form, a U.S. commitment to regard an attack on Qatar’s territory, sovereignty, or critical infrastructure as a threat to the United States itself. The Secretary of Defense (“Secretary of War” as used in the document) must develop and maintain joint military contingency plans with Qatar for a rapid response to foreign aggression. The Secretary of State must formally communicate this security guarantee to Qatar and coordinate with U.S. allies to align their support. The Secretary of State is also directed to continue partnering with Qatar on diplomatic conflict-resolution and mediation efforts. No specific funding amounts or deadlines are set, and implementation is subject to available appropriations.
Qatar as a nation receives a direct U.S. security guarantee, meaning its government can now point to a formal American commitment to defend it against external military attack. U.S. military and diplomatic agencies — particularly the Defense Department and State Department — are assigned new planning and coordination obligations toward Qatar. The order does not create any legally enforceable rights for private individuals or organizations, so it operates entirely at the government-to-government level.
