The council members and staff conducting the FEMA review are directly affected, as they now have a confirmed legal basis and deadline to complete their work through late March 2026. The Department of Homeland Security takes on the administrative and financial responsibilities for the council. FEMA itself remains subject to the ongoing review process that this order keeps active.
