This is a presidential proclamation (No. 11042), signed July 13, 2026, ordering flags to be flown at half-staff as an official mark of respect following the death of U.S. Senator Lindsey Graham. It is a standard ceremonial executive action the President issues under constitutional and statutory authority when a notable public figure dies.
The flag of the United States must be flown at half-staff at the White House, all federal public buildings and grounds, all military posts and naval stations, and all naval vessels from the date of the order until 6:00 p.m. on July 18, 2026. The same half-staff requirement applies to all U.S. embassies, legations, consular offices, and other U.S. facilities overseas, including military facilities and naval vessels stationed abroad. The order was filed with the Federal Register on July 16, 2026, and published July 17, 2026.
Federal agencies, military installations, and diplomatic posts worldwide are required to lower their flags to half-staff in compliance with the order. Building managers, base commanders, and embassy staff responsible for flag display at any U.S. government facility — domestic or foreign — are the parties with direct compliance obligations.
