This is Executive Order 14175, signed by the President on January 22, 2025. It starts a formal process to consider labeling Ansar Allah (also called the Houthis) as a “Foreign Terrorist Organization” under U.S. immigration law. The order itself does not impose the label — it directs officials to review the matter and take action.
Within 30 days, the Secretary of State — after consulting the Director of National Intelligence and the Secretary of the Treasury — must send the President a report about designating the Houthis as a terrorist organization. Within 15 days after that report, the Secretary of State must take “all appropriate action” toward such a designation. If the designation happens, the State Department and USAID must then review the U.N. partners, nonprofits, and contractors that USAID works with in Yemen and flag any that (i) made payments to Houthi members or Houthi-controlled bodies, or (ii) criticized anti-Houthi efforts while not adequately documenting Houthi abuses. USAID must then terminate the flagged projects, grants, or contracts.
Ansar Allah (the Houthis) is the direct target, facing possible terrorist designation and the legal consequences that carry. U.S. officials at the State Department, Treasury, DNI, and USAID are given specific tasks and deadlines. Aid organizations, U.N. partners, and contractors operating through USAID in Yemen could lose their funding or contracts if the review flags them.
