Executive Order 14362, signed November 24, 2025, directs the Secretary of State and Secretary of the Treasury to evaluate and formally designate specific chapters of the Muslim Brotherhood — particularly those in Lebanon, Jordan, and Egypt — as Foreign Terrorist Organizations (FTOs) under the Immigration and Nationality Act and as Specially Designated Global Terrorists (SDGTs) under the International Emergency Economic Powers Act. It does not itself impose those designations immediately, but sets a mandatory timeline for the relevant agencies to act.
Within 30 days of signing, the Secretary of State and Secretary of the Treasury must submit a joint report to the President — reviewed by the Attorney General and Director of National Intelligence — on whether to designate the specified Muslim Brotherhood chapters. Within 45 days after that report is submitted, the relevant secretary must take all legally required steps to carry out any designations recommended. FTO designation triggers immigration consequences, including barring material support to the group. SDGT designation triggers asset freezing and prohibition of financial transactions under IEEPA and Executive Order 13224, which has been in effect since 2001. No designations are finalized by this order itself; the order only mandates the review and follow-through process.
The Muslim Brotherhood chapters in Lebanon, Jordan, and Egypt are the primary targets; formal designation would freeze any U.S.-connected assets and make it a federal crime for anyone in the United States — or any U.S. person globally — to knowingly provide them material support or resources. Individuals, businesses, nonprofits, or financial institutions with any transactions or relationships tied to those chapters would face legal exposure once formal designations are published.
