This is a presidential executive order (Executive Order 14207, signed February 10, 2025) issued by the President. It directs the elimination of a federal training program called the Federal Executive Institute and revokes the older presidential documents that created and required it.

The Office of Personnel Management is responsible for carrying out the shutdown. The Federal Executive Institute itself—described in the document as a program that provided leadership training to federal executives—is the entity being eliminated, along with the federal employees who would have received that training. The order states it does not affect the legal authority of other executive departments or agencies, or the budgetary and legislative functions of the Office of Management and Budget.
