This is Executive Order 14240, signed March 20, 2025 and published in the Federal Register on March 25, 2025. It directs the federal government to consolidate its buying of “common goods and services” — the everyday items and services nearly every agency purchases — into the General Services Administration (GSA), the agency created in 1949 to handle government procurement.
The order sets several deadlines running from March 20, 2025. Within 60 days, each agency head must send the GSA Administrator proposals to let GSA handle their domestic procurement of common goods and services where the law allows. Within 90 days, the Administrator must give the Office of Management and Budget (OMB) a comprehensive plan to buy these common goods and services across the government. Within 30 days, the OMB Director must name the Administrator as the “executive agent” for all government-wide information-technology acquisition contracts, and within 14 days OMB must issue a memo telling agencies how to carry that out. The stated goal is to cut duplication in the roughly $490 billion spent each year on such contracts, though the order specifies it applies only “where permitted by law” and lets the Administrator decline the IT role when needed to keep services running.
Federal executive departments and agencies are directly affected, because many of their separate purchasing functions would shift to GSA; the Executive Office of the President is explicitly excluded. GSA and OMB take on expanded coordinating roles, and companies that sell goods, services, and IT to the government would deal with a more centralized buyer. The order states it creates no new legal rights that any party can enforce in court, and it must be carried out consistent with existing law and available funding.
