This is Executive Order 14151, signed January 20, 2025, and published in the Federal Register (90 FR 8339). It is a presidential directive ordering federal agencies to shut down programs and positions related to diversity, equity, and inclusion (DEI), diversity, equity, inclusion, and accessibility (DEIA), and “environmental justice.” It also revokes the approach set by a prior order (Executive Order 13985) and its “Equity Action Plans.”
The Office of Management and Budget (OMB) director, helped by the Attorney General and the Office of Personnel Management (OPM), is put in charge of ending these programs government-wide. Within 60 days, each agency head must terminate DEI, DEIA, and environmental justice offices and positions (including “Chief Diversity Officer” roles), equity action plans, and equity-related grants, contracts, and performance requirements. Agencies must also give OMB three lists: DEI-related positions and spending that existed as of November 4, 2024 (including any that were renamed to survive), federal contractors that provided DEI training, and federal grantees funded for DEI or environmental justice work since January 20, 2021. Deputy agency heads must assess the cost and operational impact and recommend follow-up steps, including notifying Congress under 28 U.S.C. 530D, and a monthly White House meeting will track progress. Federal employee performance reviews are directed to reward individual skills and results and may not consider DEI or DEIA factors.
This applies to federal agencies, departments, and commissions and their employees—most directly staff in DEI, DEIA, or environmental justice roles, whose offices and positions are targeted for termination. Federal contractors and grantees tied to DEI or environmental justice work are also identified and listed. The order states it creates no new legal rights that any person can enforce in court against the government.
