What it is

This is Executive Order 14147, signed January 20, 2025, by the President under constitutional authority and 3 U.S.C. 301. It states a policy of identifying and correcting what it describes as past “weaponization” of federal law enforcement and the Intelligence Community, and it sets up an internal review-and-report process to do so.

What it changes

The Attorney General must review the enforcement activities of all federal departments and agencies with civil or criminal enforcement authority — naming the Department of Justice, the Securities and Exchange Commission, and the Federal Trade Commission — over the prior four years, and prepare a report to the President (routed through the Deputy Chief of Staff for Policy and the Counsel to the President) recommending remedial actions. The Director of National Intelligence must run a parallel four-year review of the Intelligence Community and submit a similar report (routed through the Deputy Chief of Staff for Policy and the National Security Advisor). Departments and agencies are directed to follow document-retention rules and legal obligations, with any noncompliance referred to the Attorney General. The order sets no specific deadlines or dollar amounts, and it states it must be carried out consistent with existing law and available funding.

Who is affected

The direct actors are the Attorney General and the Director of National Intelligence, plus the federal enforcement agencies (DOJ, SEC, FTC, and others) and the intelligence agencies whose past conduct is being reviewed.
