This is Executive Order 14182, “Enforcing the Hyde Amendment,” signed by the President on January 24, 2025 and published in the Federal Register on January 31, 2025. It is a presidential directive that sets a federal policy against using taxpayer money to fund or promote elective abortion, and it instructs the executive branch to act on that policy.
The order states the policy of the United States is to end the “forced use of Federal taxpayer dollars to fund or promote elective abortion,” which it frames as consistent with the Hyde Amendment that Congress has enacted annually for decades. It revokes two earlier executive orders: Executive Order 14076 (July 8, 2022) and Executive Order 14079 (August 3, 2022). It directs the Director of the Office of Management and Budget (OMB) to issue guidance to the heads of executive departments and agencies on how to carry out these changes; the order itself sets no deadline or dollar figure. As is standard, it is to be implemented “consistent with applicable law and subject to the availability of appropriations,” and it creates no new legal rights anyone can enforce in court.
The direct audience is federal executive departments and agencies, which must follow the forthcoming OMB guidance in how they handle funding tied to elective abortion. Because the two revoked orders (14076 and 14079) dealt with reproductive health care access, programs and recipients that operated under those earlier orders may see changes once agencies act. The order does not, by its own terms, grant benefits or rights to individual members of the public.
