What it is

What it changes

Starting from June 4, 2025, foreign nationals who would enter the U.S. on F, M, or J visas specifically to attend Harvard or participate in Harvard-hosted exchange programs are barred from entry. The suspension applies only to new arrivals beginning attendance through SEVP after the proclamation’s date, not to students already in the U.S., though the Secretary of State is directed to separately consider revoking visas of currently enrolled foreign students on a case-by-case basis. The ban is set to expire automatically after six months unless extended. Within 90 days, the Attorney General and Secretary of Homeland Security must submit a joint recommendation to the President on whether to extend or renew the suspension. The Secretaries of State and Homeland Security are also directed to consider further restricting Harvard’s ability to participate in SEVP and the Student and Exchange Visitor Information System (SEVIS).

Who is affected

Foreign nationals who were planning to begin study or exchange programs at Harvard on F, M, or J visas are directly barred from entry for the duration of the proclamation. Foreign nationals already enrolled at Harvard and present in the U.S. on those visas are not immediately removed but may have their visas individually reviewed and potentially revoked by the State Department. Harvard University as an institution faces possible further restrictions on its ability to sponsor or enroll international students through federal visa programs.
