Executive Order 14311, signed June 30, 2025, is a presidential directive that creates a new office inside the White House called the Office for Special Peace Missions. It authorizes the President to appoint a Special Envoy for Peace Missions to lead that office.
A new office now exists within the White House Office structure, which previously had no such dedicated peace-missions unit. The Special Envoy appointed to lead it is tasked with working to end ongoing armed conflicts abroad. That envoy is required to coordinate with the State Department, the Defense Department, and any other relevant federal agencies — rather than operating independently. The order does not create a new budget or funding stream; it is subject to whatever appropriations Congress makes available.
The executive branch is directly affected: the State Department, Defense Department, and other agencies must coordinate with the new office on international conflict issues. The Special Envoy, once appointed, gains a formal White House platform for diplomatic peace efforts. The order explicitly states it creates no legal rights or benefits enforceable by any outside party, so it does not directly grant rights to foreign governments, U.S. citizens, or other organizations.
