Proclamation 10935, signed May 9, 2025, is a presidential proclamation establishing a federal program called Project Homecoming. It directs the Departments of State and Homeland Security to create a voluntary self-deportation program that pairs financial incentives with an expanded enforcement effort against those who do not leave.
The federal government will now fund free flights for undocumented immigrants who voluntarily and permanently leave the United States, including for those without valid travel documents, using the existing “CBP Home” mobile application as one departure mechanism. A cash payment called an “exit bonus” will be offered to each person who voluntarily and permanently departs. A nationwide communications campaign must notify undocumented immigrants of these offers and of the legal consequences of remaining, which the proclamation lists as removal, criminal prosecution, fines, wage garnishment, and confiscation of property including homes and vehicles. Within 60 days of the proclamation (by approximately July 8, 2025), the Department of Homeland Security must expand its enforcement and removal workforce by at least 20,000 officers by deputizing and contracting with state, local, and other federal personnel.
Undocumented immigrants currently in the United States face a direct choice under this program: accept government-funded travel and a financial payment to leave permanently, or remain and face intensified enforcement actions. State and local law enforcement agencies and other entities are subject to potential contracting or deputization by DHS to assist in removal operations.
