This is Executive Order 14213, signed February 14, 2025, a directive from the President to the federal executive branch. It creates a new advisory body called the National Energy Dominance Council inside the Executive Office of the President. Its stated purpose is to advise the President on expanding U.S. production of energy and critical minerals.
It establishes the Council, chaired by the Secretary of the Interior with the Secretary of Energy as Vice Chair, plus roughly 15 named department heads and White House officials as members. The Council is tasked to advise the President on permitting, production, and export of energy, and to deliver a recommended “National Energy Dominance Strategy.” Within 100 days of the order, it must produce specific items, including a plan to raise public awareness about energy, advice on actions agencies can take under existing authority (such as increasing electricity capacity, approving natural gas pipelines to areas like New England, California, and Alaska, reopening closed power plants, and bringing Small Modular Nuclear Reactors online), a review of key energy markets, and recommendations on investment incentives and ending practices that raise energy costs. The order also makes the Interior Secretary a standing member of the National Security Council. It contains no new funding and states it does not create any legally enforceable rights, and must be carried out consistent with existing law and available appropriations.
The direct participants are the named Cabinet secretaries, agency heads, and White House advisors who must serve on the Council, plus federal agencies required to cooperate and share information at the Chair’s request. The Council is also directed to consult with state, local, and Tribal government officials and private-sector energy figures for input. Because it is advisory, the order itself does not impose obligations on the general public or private companies; its effect on them would come through any later actions the President or agencies take based on the Council’s recommendations.
