This is Executive Order 14212, signed February 13, 2025, which creates a new advisory group called the President’s Make America Healthy Again Commission. The order sets federal policy to focus on reversing chronic disease and directs the commission to study and make recommendations, starting with chronic disease in children. It is a directive to the executive branch; the text itself states it does not create any legal rights enforceable in court.
It establishes the commission, chaired by the Secretary of Health and Human Services, with the Assistant to the President for Domestic Policy as Executive Director, plus roughly a dozen named officials (heads of Agriculture, HUD, Education, Veterans Affairs, EPA, OMB, FDA, CDC, NIH, and others). It sets two deadlines: within 100 days the commission must deliver a “Make Our Children Healthy Again Assessment,” and within 180 days a follow-up “Strategy” based on that assessment. The assessment must examine possible contributing factors to childhood chronic disease (including diet, chemical exposures, medications such as SSRIs, antipsychotics, stimulants, and weight-loss drugs), evaluate existing federal programs and data, and increase transparency of research data. The order also states federally funded health research should use open data and avoid conflicts of interest, directs NIH to prioritize research on root causes of illness, and instructs agencies to work with farmers on food and to expand treatment and insurance flexibility. After the Strategy is submitted, the commission pauses and does not reconvene until the President is given an updated mission.
The named federal departments and officials carry out the work, producing the assessment, strategy, and any public hearings. The stated focus is the health of Americans generally and children specifically, and the order references farmers, health researchers, and the healthcare and insurance systems as areas the commission’s recommendations would address. Because the order is advisory and its funding is subject to available appropriations, it directs studies and recommendations rather than imposing immediate requirements on the public.
