This is a Presidential Proclamation (Proclamation 10885, signed January 20, 2025) — a formal order from the President about how the U.S. flag is displayed. It directs that the American flag be flown at full-staff on Inauguration Day, both on this Inauguration Day and on all future ones.
For the rest of Inauguration Day (January 20, 2025), starting immediately, the flag is to be flown at full-staff rather than half-staff. This applies at the White House, all public buildings and grounds, all military posts and naval stations, and all Federal naval vessels, throughout the District of Columbia, the United States, and its territories and possessions. The same full-staff rule applies to U.S. embassies, legations, consular offices, and other facilities abroad, including military facilities and naval vessels and stations. Once Inauguration Day ends, the flag returns to half-staff as previously ordered by Proclamation 10876 (December 29, 2024), which lowered flags to mark the death of former President James Earl Carter, Jr., and that half-staff period continues until 30 days after his death have passed.
This directly affects the federal offices and personnel responsible for raising and lowering flags — at the White House, public buildings, military posts, naval stations and vessels, and U.S. diplomatic and military facilities overseas. In practice it is a one-day exception to an existing period of mourning: full-staff for the remainder of Inauguration Day, then back to half-staff afterward to continue honoring the late former President.
