Proclamation 11032, signed June 1, 2026, is a presidential order that adjusts the existing tariffs on imported aluminum, steel, and copper products under the national-security authority of Section 232 of the Trade Expansion Act of 1962. It takes effect June 8, 2026, and modifies rates and product coverage established by earlier proclamations, most recently Proclamation 11021 from April 2026.
Agricultural equipment and most residential HVAC systems and components are moved into a lower, temporary 15 percent tariff bracket instead of the previously applicable 25 or 50 percent rates, through December 31, 2027. Mobile industrial equipment and machinery receives a separate temporary rate adjustment under the same December 31, 2027 expiration. Aluminum lithographic plates and steel racks, which were previously outside the tariff regime, are now brought in and treated as derivative aluminum and steel products subject to the 25 percent derivative tariff. The threshold for a product to qualify as made “entirely” from U.S.-sourced aluminum, steel, or copper is lowered from 95 percent to 85 percent by weight, making it easier for products to qualify for reduced tariff rates. Starting January 1, 2028, all affected products revert to the rate structure set in Proclamation 11021.
U.S. importers of agricultural machinery, construction and industrial equipment, residential HVAC products, aluminum printing plates, and steel storage racks will see their tariff obligations change immediately upon entry of goods on or after June 8, 2026. Domestic manufacturers and downstream businesses that use these products — including farms, construction companies, and factories — may experience changes in the cost of imported equipment they purchase. Foreign exporters from countries with special treatment under the proclamation (including EU members, Japan, South Korea, the UK, Canada, and Mexico) face country-specific rate calculations that differ from the general rates.
