What it is

This is a presidential executive order (Executive Order 14229, signed March 4, 2025). It directs the Secretary of the Interior to rename a national wildlife refuge in Texas in memory of a named individual, Jocelyn Nungaray.

What it changes

The order renames the “Anahuac National Wildlife Refuge” to the “Jocelyn Nungaray National Wildlife Refuge.” The Secretary of the Interior has 30 days from the order’s date to update procedures and take the actions needed to carry out the renaming, acting under the National Wildlife Refuge System Administration Act (16 U.S.C. 668dd–668ee). After the renaming, the Secretary must issue guidance so that all federal references to the site — including agency maps, contracts, and other documents and communications — reflect the new name. The order also states it must be carried out consistent with applicable law and subject to available funding, and that it creates no legal rights enforceable against the government.

Who is affected

The Department of the Interior and its staff carry out the change, updating official records, maps, and documents for the refuge. Visitors to and users of the refuge, along with anyone referencing it in federal materials, will encounter the new name. The order does not, by its own terms, grant any enforceable rights or benefits to any person.
