This is a presidential proclamation (Proclamation 10969), signed September 10, 2025, ordering flags to be flown at half-staff as a mark of respect for the memory of Charlie Kirk. It is a formal presidential directive using the authority granted to the President by the Constitution and federal law.
All U.S. flags at the White House, federal buildings and grounds, military posts, naval stations, and naval vessels — both within the United States and its territories — were required to fly at half-staff from the date of the order until sunset on September 14, 2025. The same half-staff requirement applied to all U.S. embassies, consular offices, and other overseas U.S. facilities, including military installations and naval vessels abroad. The order had a defined end point: sunset on September 14, 2025, after which flags would return to full-staff.
Federal agencies, military installations, naval commands, and diplomatic posts worldwide were required to comply by lowering their flags for the specified period. State and local governments and private individuals are not legally bound by this order, though many traditionally follow suit as a customary sign of respect.
