Proclamation 10966 is a presidential proclamation — a formal executive action used to mark events of national significance. Signed on August 27, 2025, it orders U.S. flags to be flown at half-staff as a tribute to victims of a violent incident that occurred that same day in Minneapolis, Minnesota.
From the date of signing through sunset on August 31, 2025, U.S. flags must be lowered to half-staff at the White House, all federal public buildings and grounds, all military posts and naval stations, and on all U.S. Navy vessels. The order applies across the District of Columbia, all U.S. states, territories, and possessions. It also extends to every U.S. embassy, consulate, legation, and other diplomatic or military facility located outside the United States.
Federal agencies, military installations, and diplomatic posts worldwide are required to lower their flags for the specified period. No private obligations are created — the order applies only to government-controlled flags and facilities.
