Executive Order 14295, signed May 9, 2025, directs the Office of the Federal Register (OFR) and the Government Publishing Office (GPO) to speed up how quickly federal rules and regulatory documents get published and to review the fees agencies pay for that publication. It is an administrative efficiency directive, not a rule change in itself.
Within 15 days (by May 24, 2025), the OFR must report to OMB on average publication times broken down by document category. Within 45 days (by June 23, 2025), the OFR and GPO must review the current fee schedule — currently $151–$174 per column of text — and take steps to tie fees to actual costs, then report the percentage change to OMB. By August 22, 2025, the OFR must submit a second timing report covering July 15–August 15, 2025, so progress can be measured against the baseline. The order also calls for modernizing computer systems and cutting unnecessary internal steps to reduce publication delays, which the order states currently run days to weeks after documents are fully approved.
Federal departments and agencies that submit rules and regulatory documents for publication in the Federal Register are the primary parties affected, as they currently pay the per-column fees and absorb delays before their rules take legal effect. The OFR and GPO bear the operational burden of meeting the reporting deadlines and implementing any process or fee changes. Members of the public are not directly regulated, though faster publication would mean new rules and regulatory repeals enter the official record sooner.
