This is Executive Order 14148, signed January 20, 2025, and published in the Federal Register on January 28, 2025. It is a presidential order that cancels (“revokes”) a large batch of executive orders and presidential memoranda issued by the previous administration, and directs officials to start unwinding programs created under them.
The order immediately revokes 78 listed executive actions — roughly 67 executive orders plus about a dozen presidential memoranda issued between January 20, 2021 and January 16, 2025 — covering topics such as diversity/equity/inclusion (DEI) programs, climate and environmental policy, COVID-19 response, immigration and refugee processing, healthcare access, LGBTQ+ nondiscrimination, voting access, and several agency succession orders. Agency heads are told to take immediate steps to end federal DEI programs tied to these orders. Within 45 days, the Directors of the Domestic Policy Council and National Economic Council must give the President an additional list of prior-administration actions to rescind plus proposed replacements, and within the same 45 days the National Security Advisor must review all National Security Memoranda from that period and recommend which to rescind. The order states it must be carried out consistent with existing law and available funding, and that it creates no legal rights anyone can enforce in court.
Federal agencies and their leadership are directly affected, since they must stop implementing the revoked orders and begin dismantling associated programs. People and groups who relied on those programs — including federal workers, immigrants and refugees, and participants in DEI, climate, health, and equity initiatives — may see those specific federal efforts ended or altered. The order’s practical effects depend on the follow-up reviews and any replacement actions the named officials propose within the 45-day windows.
