Executive Order 14363, signed November 24, 2025, establishes a federal initiative called the “Genesis Mission” to accelerate scientific research by applying artificial intelligence to major national challenges. It directs the Department of Energy and multiple federal agencies to build a shared AI computing and data platform for use by government labs, universities, and private-sector partners.
The order creates a new infrastructure called the American Science and Security Platform, which will combine DOE supercomputers, cloud computing, federal scientific datasets, and AI tools into a single integrated system. Within 60 days, DOE must identify at least 20 national science and technology priority challenges spanning areas such as advanced manufacturing, biotechnology, nuclear energy, and semiconductors. Within 90 days, DOE must catalog available federal computing resources; within 120 days, it must identify initial datasets and develop a data-integration plan; and within 270 days, it must demonstrate a working version of the platform on at least one priority challenge. The President’s science advisor (APST) coordinates across agencies, and DOE must submit annual progress reports to the President.
Federal agencies and DOE national laboratories are the primary actors, required to align their AI programs and data with the Mission and contribute computing resources and datasets. Universities, private technology companies, and researchers can participate through fellowships, competitive funding opportunities, prize competitions, and formal partnership agreements — but must meet cybersecurity, export-control, and vetting requirements to access the platform. Students and early-career researchers may gain access to DOE facilities through new fellowship and internship programs tied to the Mission.
