This is Executive Order 14264, signed April 9, 2025, and published in the Federal Register on April 15, 2025. It is a presidential directive ordering the Secretary of Energy to undo an existing federal regulation that defined the word “showerhead.” The order states its aim is to reduce what it calls overregulation.
The order directs the Secretary of Energy to publish a notice in the Federal Register that rescinds a 2021 rule (86 Fed. Reg. 71797, December 20, 2021), including the definition of “showerhead” that was written into the Code of Federal Regulations at 10 C.F.R. 430.2. The order states that the normal “notice and comment” process — where the public can weigh in before a rule changes — is not required because the President is ordering the repeal directly. Once the Secretary publishes that notice, the repeal takes effect 30 days later. The order does not itself write a new definition; it points to the Oxford English Dictionary’s one-sentence definition as sufficient.
The Secretary of Energy is directed to carry out the repeal. Manufacturers of showerheads and related plumbing hardware, which had been subject to the 2021 federal definition, are the parties most directly touched by removing it. The order also states it creates no legal rights that any person or party can enforce against the government, and that it must be carried out consistent with existing law and available funding.
