Executive Order 14360, signed November 14, 2025, is a presidential directive that narrows the list of goods subject to the “reciprocal tariffs” imposed under an earlier emergency order from April 2025. Specifically, it exempts certain agricultural products from those tariffs by updating the official product exclusion list attached to the original order.
Certain agricultural products — identified by Harmonized Tariff Schedule codes in annexes that were published as scanned tables in the Federal Register — are removed from the scope of the reciprocal tariffs and will no longer be subject to those additional import duties. The change is retroactively effective as of 12:01 a.m. Eastern Standard Time on November 13, 2025, one day before the order was signed. Importers who already paid reciprocal tariffs on qualifying goods entered on or after that date are entitled to refunds, to be processed through standard U.S. Customs and Border Protection procedures. The Secretary of Commerce, Secretary of Homeland Security, and U.S. Trade Representative are directed to implement the changes and continue monitoring trade conditions for any further adjustments.
Importers and domestic buyers of the specific agricultural products listed in the annexes will see lower effective import costs, since those goods are no longer subject to the reciprocal tariff layer.
