This is a presidential proclamation (Proclamation 10970), signed September 11, 2025, formally designating that date as Patriot Day 2025 in observance of the 24th anniversary of the September 11, 2001 terrorist attacks. It carries the force of an official public commemoration order issued under authority of Public Law 107-89, the joint congressional resolution passed in December 2001 that permanently established September 11 as Patriot Day.
All federal departments, agencies, and instrumentalities are directed to fly the U.S. flag at half-staff on September 11, 2025, in honor of the 2,977 people killed that day. No new law, regulation, funding, or policy is created — the proclamation activates an existing annual observance. State governors and territorial governors are invited (not required) to join the observance. Organizations and individuals are similarly invited to participate. Young people are specifically encouraged to speak with family members, first responders, and military service members about their recollections of the day.
Federal agencies and their facilities are directly bound by the half-staff flag order and must comply on that date. State and local governments, private organizations, and individuals are invited to participate but face no legal obligation under this proclamation.
