This is a presidential proclamation (Proclamation 10945, signed May 24, 2025) issued pursuant to a standing congressional mandate requiring the President to formally designate Memorial Day as a day of prayer for permanent peace. It is a ceremonial and symbolic action, not a regulatory or legislative change.
Memorial Day, May 26, 2025, is officially designated a national day of prayer for permanent peace. 11:00 a.m. local time is designated as a period for communal prayer. 3:00 p.m. local time is designated as the National Moment of Remembrance, consistent with the requirement established by Public Law 106-579. Flags on all federal buildings, grounds, and naval vessels are directed to fly at half-staff until noon on that day. Citizens are requested to display flags at half-staff from their homes during the same morning period.
Federal agencies and military installations are directed to follow the half-staff flag protocol until noon on May 26, 2025. State governors and local government officials are requested — though not legally compelled — to observe the same flag directive within their jurisdictions. All Americans are invited to observe the moment of prayer at 11:00 a.m. and the National Moment of Remembrance at 3:00 p.m., and Gold Star Families are specifically acknowledged as the primary group the observance honors.
