What it is

This is a presidential executive order (EO 14327, signed July 31, 2025) that restructures the federal advisory council focused on physical fitness and nutrition, and revives a school-based fitness testing program. It revokes a 2018 executive order, amends a 2002 executive order, and directs the Departments of Health and Human Services and Education to carry out the new framework.

What it changes

The Presidential Fitness Test — a school fitness assessment that had been discontinued — is formally reestablished, with the Secretary of Health and Human Services leading its administration and the Secretary of Education providing support. The President’s Council on Sports, Fitness, and Nutrition is reconstituted with up to 30 presidentially appointed members serving two-year terms, plus an Executive Director managing daily operations. The Council is tasked with recommending strategies for the fitness test, school-based fitness award programs, youth fitness goals, public campaigns, and approaches to childhood obesity as a national security concern. The Council is funded and staffed through the Department of Health and Human Services and is set to automatically terminate two years from the order’s signing unless the President extends it. A prior 1982 executive order on physical fitness is also revoked.

Who is affected

School-age children are the primary target population, as the reestablished Presidential Fitness Test would be administered in school settings and tied to a Presidential Fitness Award program. Federal agencies — particularly HHS and the Department of Education — take on new administrative and funding responsibilities. Private organizations, sports leagues, professional athletes, nonprofits, and community groups are identified as potential partners the Council may engage to promote fitness and active lifestyles.
