Executive Order 14319, signed July 23, 2025, is a presidential directive governing how federal agencies purchase AI language models. It establishes two required standards — “truth-seeking” and “ideological neutrality” — that any large language model (LLM) must meet before a federal agency can procure it.
The Office of Management and Budget has 120 days from July 23, 2025 to issue binding guidance to all federal agencies implementing the new procurement standards. After that guidance is issued, all new federal contracts for LLMs must include terms requiring compliance with the two stated principles, with decommissioning costs charged to vendors who fail to comply after a reasonable cure period. Agencies have 90 days after the OMB guidance to adopt internal procedures ensuring their procured LLMs meet the standards. Existing LLM contracts must be revised to include the new terms to the extent practicable. National security systems may be granted exceptions under the forthcoming guidance.
Federal agencies across the executive branch are required to update their AI procurement processes and contracts. AI vendors selling or seeking to sell large language model products to the federal government must ensure their models meet the truth-seeking and ideological neutrality definitions set out in the order, and may comply with the neutrality requirement by disclosing system prompts or model specifications rather than model weights. Private citizens and private-sector AI markets are not directly regulated by this order, which explicitly limits its scope to federal procurement.
