What it is

This is a presidential executive order (Executive Order 14183, signed January 27, 2025) issued by the President as Commander in Chief. It directs the Department of Defense to change its medical and personnel standards for military service and to reverse a prior policy that let transgender people serve.

What it changes

It states that having gender dysphoria, or expressing a gender identity different from one’s sex, is incompatible with military service standards, and it ends the use of pronouns that do not match a person’s sex. Within 60 days, the Secretary of Defense must update the two DoD medical-standards instructions (DoDI 6130.03 Volumes 1 and 2) to match this policy; within 30 days, the Secretary must identify all further steps needed and report them to the President. The order also directs that, absent extraordinary operational necessity, sleeping, changing, and bathing facilities designated for one sex may not be used by members of the other sex. It formally implements the revocation of Executive Order 14004 (the 2021 order that allowed transgender people to serve), rescinding policies issued under it where they conflict with this order. The Coast Guard must adopt matching changes through the Secretary of Homeland Security within 30 days of each corresponding DoD update.

Who is affected

Transgender service members and applicants are directly affected, as the order treats gender dysphoria and gender-identity expression as disqualifying under military medical and readiness standards. The Department of Defense, all military departments and services, and the Coast Guard (via the Department of Homeland Security) must carry out the updates, directives, and facility rules. The order states it creates no legally enforceable rights and must be carried out consistent with applicable law and available funding.
