What it is

Executive Order 14320, signed July 23, 2025, directs the federal government to actively promote the export of American artificial intelligence technology to other countries. It creates a formal program within the Department of Commerce to identify, select, and support U.S. industry proposals for selling complete AI systems — hardware through applications — to foreign markets.

What it changes

Within 90 days of the order, the Commerce Department must establish the American AI Exports Program and issue a public call for proposals from industry-led groups. Companies have 90 days after that call to submit proposals, which must cover a complete technology stack (chips, data infrastructure, AI models, security measures, and end-user applications), identify target countries, and explain who would build and operate the infrastructure abroad. Proposals approved by Commerce — in consultation with the State, Defense, and Energy Departments — receive priority access to federal financial tools including direct loans, loan guarantees, equity investments, political risk insurance, and technical assistance. The State Department, through an existing interagency body called the Economic Diplomacy Action Group, is responsible for coordinating the diplomatic and financial push behind selected packages.

Who is affected

U.S. companies and industry consortia in the AI sector — particularly those making chips, cloud services, data tools, or AI software — can apply for federal backing to pursue foreign contracts they might not otherwise win. Foreign governments and businesses in partner countries are the intended end customers, with the U.S. government offering to help smooth regulatory, financial, and diplomatic obstacles to adoption of American AI products over those from other nations.
