This is Executive Order 14206, “Protecting Second Amendment Rights,” signed February 7, 2025 and published in the Federal Register on February 12, 2025. It directs the Attorney General to review existing federal government actions related to firearms and to propose a plan for protecting Second Amendment rights.
The order does not itself repeal any rule or change any law; it starts a review process. Within 30 days, the Attorney General must examine all federal orders, regulations, guidance, agreements, and other agency actions for possible infringements of Second Amendment rights, then submit a proposed plan of action to the President through the Domestic Policy Advisor. That review must cover, at minimum: presidential and agency actions from January 2021 through January 2025; firearms-related rules from the Justice Department and the ATF over that same period; the “enhanced regulatory enforcement policy”; reports from the White House Office of Gun Violence Prevention; the government’s legal positions in firearms-related litigation; how agencies classify firearms and ammunition; and how applications to make, transfer, or export firearms are processed. After the plan is submitted, the Attorney General is to work with the Domestic Policy Advisor to finalize it and set up a process to carry it out.
The direct actors are the Attorney General, the Department of Justice (including the ATF), the Domestic Policy Advisor, and other executive agencies whose firearms-related actions fall under review. Gun owners, firearms dealers (Federal firearms licensees), and manufacturers could be affected later depending on what the finalized plan changes, but the order creates no new enforceable rights or benefits on its own and is to be carried out consistent with existing law and available funding.
