What it is

This is Executive Order 14162, signed January 20, 2025, a presidential directive ordering federal officials to take specific actions. It directs the United States to withdraw from the Paris Agreement and other climate commitments made under the United Nations Framework Convention on Climate Change (UNFCCC), and to stop related financial contributions.

What it changes

The U.S. Ambassador to the United Nations is ordered to immediately submit formal written notice withdrawing the U.S. from the Paris Agreement, and the order states the withdrawal takes effect immediately once that notice is given. The Ambassador must also withdraw the U.S. from any other agreement made under the UNFCCC and, working with the Secretaries of State and Treasury, cease or revoke any financial commitments made under it. The U.S. International Climate Finance Plan is revoked immediately, and the Office of Management and Budget must issue guidance within 10 days on rescinding all frozen funds. Within 30 days, a long list of departments and agencies must report what they did to undo policies tied to that finance plan, and officials must certify a separate report describing any further steps needed.

Who is affected

The order directs many federal bodies — including the Departments of State, Treasury, Commerce, Health and Human Services, Energy, and Agriculture, plus the EPA, USAID, the International Development Finance Corporation, the Millennium Challenge Corporation, the U.S. Trade and Development Agency, and the Export-Import Bank — to change or halt climate-related programs and funding. It also affects the United Nations and foreign countries that were set to receive U.S. climate financing. The order states it creates no legal rights that any person or party can enforce in court.
