This is a presidential proclamation (Proclamation 10957, signed July 17, 2025) issued under authority granted by section 112(i)(4) of the Clean Air Act. It grants a two-year compliance exemption from certain provisions of an EPA air pollution rule that applies to chemical manufacturing facilities.
The EPA’s “HON Rule” (published May 16, 2024, at 89 FR 42932) set new emissions-control and monitoring requirements for synthetic organic chemical manufacturers and certain polymer and resin producers. For the specific facilities listed in Annex I of the proclamation, every compliance deadline established under the HON Rule is extended by two years from its original due date. During that two-year window, those listed facilities are held only to the emissions and compliance standards that were in place before the HON Rule took effect — the new HON Rule requirements simply do not apply to them yet. The President’s stated basis for the delay is a determination that the required control technology is not commercially available at the scale and consistency needed, and that forcing compliance on the original timeline would harm national security by disrupting domestic chemical supply chains.
The direct beneficiaries are the specific stationary source facilities named in Annex I of the proclamation — chemical manufacturing plants that were facing near-term HON Rule compliance deadlines. Communities near those facilities, environmental regulators, and parties who supported the HON Rule are affected in that the new emissions controls those facilities would have been required to install or demonstrate will not be enforced against them for at least two additional years.
