Proclamation 10958, signed by President Trump on July 17, 2025, is a presidential exemption issued under section 112(i)(4) of the Clean Air Act. It temporarily suspends compliance requirements for certain taconite iron ore processing facilities that would otherwise be required under a 2024 EPA air pollution rule.
Every compliance deadline established under the EPA’s March 2024 Taconite Iron Ore Processing rule (89 FR 16408) is extended by two years for the facilities named in the proclamation’s Annex I. During those two-year extension periods, the affected facilities are held only to the emissions standards that were in effect before the 2024 rule was published — not the newer, stricter standards. The president determined that the emissions-control technology required by the 2024 rule does not currently exist in a commercially viable form, and that design, permitting, and construction timelines make on-time compliance impossible.
The specific stationary sources (industrial facilities) listed in Annex I of the proclamation — taconite iron ore processing plants — are directly affected, receiving relief from deadlines they would otherwise be required to meet. Communities near those facilities remain subject to pre-2024 emissions standards rather than the tighter 2024 limits for the duration of the exemption period.
