This is Executive Order 14179, signed January 23, 2025, and published in the Federal Register on January 31, 2025. It is a presidential directive on artificial intelligence policy. It sets a national policy goal of sustaining and enhancing U.S. global leadership in AI, and it orders federal officials to build a plan and to unwind earlier AI rules the order treats as obstacles to that goal.
The order revokes a prior executive order, EO 14110 (October 30, 2023, on “Safe, Secure, and Trustworthy” AI), and directs officials to review everything done under it and then suspend, revise, or rescind any actions found inconsistent with the new policy. Within 180 days, named White House advisers (including the science-and-technology adviser, a Special Advisor for AI and Crypto, and the national security adviser) must develop and submit an AI “action plan” to the President. Within 60 days, the Director of the Office of Management and Budget must revise two OMB memoranda, M-24-10 and M-24-18, to align them with the new policy. Where a rule cannot be undone right away, agencies are told to grant any available exemptions in the meantime. The order states the U.S. policy is to promote “human flourishing, economic competitiveness, and national security” and to develop AI “free from ideological bias or engineered social agendas.”
The direct actors are within the federal government: the named White House advisers, the OMB Director, and the heads of executive departments and agencies that had taken steps under the revoked order. The order says it creates no legal rights enforceable by any person, and it must be carried out consistent with existing law and available funding, so it directs government action rather than granting benefits or imposing obligations on the public. Any effect on companies, researchers, or the public would come indirectly, through the later action plan and the specific agency rules that are eventually changed.
