Executive Order 14337, signed August 13, 2025, is a presidential revocation order — a single-purpose directive that cancels a prior executive order. It eliminates Executive Order 14036 (“Promoting Competition in the American Economy”), which President Biden signed on July 9, 2021.
Executive Order 14036 directed more than a dozen federal agencies to take roughly 72 specific actions aimed at increasing competition across sectors including airlines, agriculture, banking, healthcare, pharmaceuticals, and technology. With its revocation, that directive and the interagency work it required are no longer in effect. Agencies are no longer bound by EO 14036’s instructions, though their existing statutory authority and any rules they independently finalized under that order remain in place. The new order does not replace EO 14036 with any alternative competition policy framework — it simply removes the prior mandate.
Federal agencies that were carrying out ongoing work under EO 14036 — including the FTC, DOJ, USDA, HHS, and others — lose the presidential directive that was guiding or requiring those efforts. Businesses and consumers in industries where EO 14036 had prompted regulatory action or rulemaking may see reduced or stalled federal activity on competition-related issues, depending on what individual agencies choose to continue under their own independent authority.
