What it is

This is a presidential proclamation (Proclamation 11030, signed May 19, 2026) that carries out trade-law changes Congress enacted in the Consolidated Appropriations Act, 2026. It updates the Harmonized Tariff Schedule of the United States (HTSUS) — the official list of import duty rates — to reflect those changes and one country-status decision.

What it changes

Duty-free import benefits for eligible sub-Saharan African countries under the African Growth and Opportunity Act (AGOA), including the regional apparel and third-country fabric programs, are extended through December 31, 2026. Gabon, which lost its AGOA beneficiary status in December 2023 due to insufficient progress on eligibility criteria, is restored as a beneficiary country effective January 1, 2026, based on actions its government has since taken. Duty-free treatment for Haiti under the Haiti Economic Lift Program (part of the Caribbean Basin Economic Recovery Act) is also extended through December 31, 2026, with updated percentage limits on how much apparel Haiti can export duty-free. The proclamation also makes a technical correction to a HTSUS footnote that had never been updated to reflect prior congressional extensions of the third-country fabric program dating back to 2011.

Who is affected

Exporters in eligible sub-Saharan African countries — including Gabon, now reinstated — and importers in the United States who bring in goods from those countries can continue to use duty-free treatment under AGOA through the end of 2026. Haitian apparel manufacturers and U.S. importers of Haitian goods are similarly affected by the HELP program extension and its revised quota limits.
