This is Executive Order 14154, “Unleashing American Energy,” signed January 20, 2025 — a presidential directive that federal agencies must carry out. It declares a national policy of expanding domestic energy and mineral production and directs agencies to find and roll back regulations the order says burden that development. It also revokes a list of earlier presidential orders and changes how the government handles environmental review, permitting, and certain climate-related spending.
It revokes twelve named executive orders issued in 2021–2023 (on climate, clean energy, and environmental justice) plus a 1977 environmental order, and immediately terminates the American Climate Corps, with a termination letter due within one day. Within 30 days, every agency head must develop action plans to suspend, revise, or rescind rules identified as unduly burdensome, and the Council on Environmental Quality must issue new guidance and propose rescinding its NEPA regulations (40 CFR 1500). Agencies must immediately pause disbursing funds from the Inflation Reduction Act and the Infrastructure Investment and Jobs Act — including EV charging station programs — pending a review reported within 90 days. It disbands the Interagency Working Group on the Social Cost of Greenhouse Gases and directs the EPA to issue guidance within 60 days on possibly eliminating the “social cost of carbon” from federal decisions, and to review the 2009 greenhouse gas “endangerment finding” within 30 days. It also directs the Energy Department to restart reviews of liquefied natural gas export applications and orders multiple agencies to boost domestic mining of critical minerals.
Federal agencies and their leaders bear the direct workload, facing short deadlines to review rules, spending, and permits. Energy producers, mining and mineral-processing companies, and LNG exporters are the intended beneficiaries, while recipients of IRA and IIJA grants — including EV charging projects — face paused funding. Consumers are referenced through provisions on vehicle choice and appliances (such as lightbulbs, dishwashers, and gas stoves), though the order directs agencies to act rather than changing rules by itself.
