This is Executive Order 14199, signed by the President on February 4, 2025. It directs the United States to stop participating in and funding certain United Nations bodies, and orders a broad review of every international organization and treaty the U.S. belongs to. It names three UN entities for specific action: the UN Human Rights Council (UNHRC), UNESCO, and the UN Relief and Works Agency for Palestine Refugees (UNRWA).
The U.S. will no longer take part in the UNHRC or seek election to it, and the Secretary of State must eliminate the U.S. Representative post to the UNHRC and its supporting positions. No federal money may go to UNRWA, and the U.S. will withhold its proportionate share of the UN Regular Budget that would fund the UNHRC. The Secretary of State must review U.S. membership in UNESCO within 90 days, including an analysis of any anti-Semitism or anti-Israel sentiment there. Within 180 days, the Secretary must also review every international organization, convention, and treaty the U.S. is part of, then report to the President with recommendations on whether to withdraw. The Secretary must notify the UN Secretary General and the leaders of UNRWA and the human rights office that the U.S. will not fund UNRWA or the UNHRC and will not pay its 2025 dues or past unpaid amounts (arrears) to them.
UNRWA, the UNHRC, and UNESCO are directly affected through lost U.S. funding, participation, or a membership review. State Department personnel are affected because the U.S. Representative to the UNHRC office and related positions are being closed. More broadly, all international organizations, conventions, and treaties the U.S. belongs to are placed under review, which could lead to further withdrawals depending on the findings.
